An investigation conducted by The Times has uncovered that Tottenham chairman Daniel Levy, former Portsmouth manager Harry Redknapp, and striker Jermain Defoe were involved in dealings with an unlicensed agent in 2008. However, the Football Association (FA) did not take any disciplinary action against these alleged breaches. The FA has stated that it is willing to examine evidence regarding these potential serious violations of agent rules in a transfer that took place between Tottenham Hotspur, Portsmouth, and Jermain Defoe.

According to The Times' investigation, it was discovered during a confidential meeting about Defoe's transfer from White Hart Lane to Fratton Park in January 2008, that the England striker, Tottenham's chairman Daniel Levy, and Harry Redknapp, who was the manager of Portsmouth at the time, all worked with an agent who did not possess the required license for the negotiations.

Violations of rules by football agents have resulted in penalties for clubs, including point deductions and bans for directors. However, in this particular situation, the governing body did not impose any disciplinary measures. It is worth noting that Luton Town, in the same year, had ten points deducted due to their infringement of agent regulations.
